Original U.S. Psychological Operations Leaflet (Iraqi Internal Security Messaging) Operation Iraqi Freedom, Iraq, 2003–2005
Original double-sided U.S. psychological operations leaflet promoting cooperation with Iraqi security forces, emphasizing civilian safety, constitutional order, and the legitimacy of state authority over militias and insurgent activity.
Operation: Operation Iraqi Freedom
Conflict / War: Iraq War
Year: 2003–2005
Country / Theater: Iraq
Language(s): Arabic
Format: Original printed leaflet, double-sided
Provenance: Surplus copy retained outside field distribution. Acquired from the personal materials of an unnamed U.S. military servicemember. Never airdropped or field-distributed.
Translation:
Front:
“Iraqi security forces are carrying out important operations in your area to expel terrorists far from your neighborhoods.
For your safety and the safety of your families, please remain in your homes and cooperate fully with all instructions issued by the police and the army.”
Reverse (excerpted):
“To implement all constitutional obligations, Iraqi security forces will carry out operations in your area to enforce the following constitutional provisions:
– No entity or individual may incite sectarian hatred or violence.
– The Iraqi state is responsible for combating terrorism and protecting all its territory.
– Armed militias operating outside the framework of the Iraqi armed forces are prohibited.
– Every Iraqi citizen has the right to live in a safe environment.”
Imagery:
Front features a domestic family scene gathered around a meal, reinforcing normalcy and civilian life. The composition contrasts everyday domestic stability with the implied external threat of insurgents. The reverse uses a formal, document-like layout, visually resembling an official notice or legal directive, reinforcing authority and legitimacy.
Objective:
To legitimize Iraqi security forces and encourage civilian compliance during operations, while framing cooperation as essential to family safety. The leaflet also reinforces the authority of the new constitutional order, discourages support for militias or insurgents, and positions state forces as protectors of stability and lawful governance.
