Original U.S. Psychological Operations Leaflet V28 Operation Desert Storm, Iraq, 1991
Original double-sided U.S. psychological operations safe conduct leaflet produced during Operation Desert Storm. Printed in Arabic, the leaflet instructs Iraqi soldiers how to surrender safely and authorizes the bearer to cross to Joint Forces.
Leaflet Number: V28
Operation: Operation Desert Storm
Conflict / War: Gulf War
Year: 1991
Country / Theater: Iraq / Kuwait
Language(s): Arabic
Format: Original printed leaflet, double-sided
Provenance: Surplus copy retained outside field distribution. Acquired from the personal materials of an unnamed U.S. military servicemember. Never airdropped or field-distributed.
Translation:
Front: “If you want to save yourself, follow these instructions: remove the magazine from your weapon. Carry your weapon on your left shoulder with the muzzle pointed downward. To assure us of your sincere desire to save yourself, place both hands above your head. When approaching our position, do so slowly, with one person in front of the group holding this leaflet above his head. This will confirm your desire for safety. Hello and welcome.”
Back: “Safe Conduct Pass. The bearer of this card is permitted to cross to the Joint Forces and receive good treatment, so that he may reach the nearest Joint Forces headquarters in complete safety. This invitation is open to all brother Iraqi soldiers to join the Joint Forces, where they will be welcomed and treated according to the Geneva Convention. Commander, Joint Forces Theater of Operations.”
Imagery:
The front combines surrender instructions with an illustration of an Iraqi soldier approaching coalition forces while holding a leaflet, with a thought bubble showing his family. The reverse is designed as an official pass, overprinted with the Joint Forces emblem and surrounded by coalition flags, giving the document the visual authority of a permit or protective credential.
Objective:
To provide Iraqi soldiers with a clear surrender procedure while reducing fear of mistreatment by coalition forces. The leaflet functions as both instruction and credential, encouraging surrender by promising safe passage, humane treatment, and protection under the Geneva Convention.
