    The front cover reads: “First Army Detainee Ops Smart Card. Version 1 - 14 April 08. Inside the Wire. Treat detainees humanely with dignity and respect. Use minimum force necessary.”

    The reverse states “Minimum Care Standards for All Detainees” and lists standards for space, infrastructure, life support, medical care, sanitation, and access to the International Committee of the Red Cross. Interior panels provide step-by-step illustrated guidance for searching detainees, applying handcuffs and leg cuffs, restraining detainees, identifying contraband, conducting shakedowns of cells and common areas, maintaining safe distance, communicating with detainees, and using Arabic, Dari, and Pashto command phrases.
